Affordable Housing for Sparsholt

A public consultation took place on 7 November. Details presented of the proposed scheme can be viewed at   https://www.winchester.gov.uk/housing/new-affordable-housing/early-stage-schemes.  

Drones

Operating drones is not illegal; however, users are restricted from repeatedly flying them in close proximity to residential addresses and doing this could lead to them being dealt with for Anti-Social behaviour or committing a S.4a/S.5 Public Order Act offence.

If you are concerned that a drone appears as though it is being used in suspicious circumstances e.g. if it continuously hovers over a particular area, please contact the Police on 101.

Sparsholt Parish Council -Vacancy for Responsible Financial Officer (RFO) and Clerk

This is a part- time post with working hours varying from week to week but averaging around 10 hours per week.  Working from home the position requires attendance at 10 evening meetings per year, and at other meetings arranged as necessary throughout the year.

Overall Responsibilities

The RFO/Clerk to the Parish Council will be the Proper Officer of the Council and as such is under a statutory duty to carry out all the functions, and to serve or issue all the notifications required by law of a local authority’s Proper Officer. The RFO/Clerk will be totally responsible for ensuring that the instructions of the Council in connection with its function as a Local Authority are carried out.

The RFO/Clerk is expected to advise the Council on, and assist in the formation of, overall policies to be followed in respect of the Authority’s activities and in particular to produce all the information available for effective decisions and to implement constructively all decisions. The person appointed will be accountable to the Council for the effective management of all its resources and will report to them as and when required.

The Responsible Financial Officer /Clerk will be responsible for all financial records of the Council and the careful administration of its finances.

Qualifications

Applicants should possess excellent administrative, organisational and IT skills together with bookkeeping or accountancy experience. Previous experience working as a Parish Clerk and/or knowledge of local government would be helpful.

Salary   

Salary will depend on experience and qualifications within the NALC/SLCC Agreement Salary scales either on SCP 13-17 (£13.97 to £14.95 per hour approximately £26.8K to £28.7K per annum Full Time Equivalent) or for candidates with the CiLCA qualification SCP 18-23 (£15.21 to £16.67 ph approximately £29.2K to £32.0K pa FTE). Please note rates of pay quoted are based on the 2023/24 agreement; pay would be increased and backdated as appropriate once the increases in the 2024/25 pay scales have been published. Acceptable annual performance would be rewarded with an increase of one scale point up to the maximums set out above. For an RFO/Clerk starting on SCP13-17, successful achievement of the CiLCA certificate would likewise be rewarded with an increase to SCP 18.
